SUMMARY

On February 22, 1993,'0 RISE staff and I reviewed licensee

'l calibration records, reviewed selected procedures, toured-the turbine building and received an orientation on the turbine status.

I also met with LIPA.

1 management to discuss the agenda for the_ February 23, 1993, meeting,Jwhich was rescheduled from February 22, 1993, due to the late arrival of R. Nimitz (Region I). At approximately 6:00 p.m. on February 22, 1993, LIPA hand' i

delivered to me the Final Survey Report for the turbine.

The Report was also; transmitted to NRC across the docket.

During the morning of February 23, 1993, ORISE staff and I reviewed the f

Turbine Final Survey Report. Our review indicated that the final survey'wasi performed in accordance with LIPA's draft Final Survey Plan, and that the license's results' indicated that the turbine meets the RG 1.86 unrestricted-release criteria. Therefore, I gave ORISE approval to begin the confirmatory j

survey.

At 10:30.a.m. on February 23, 1993, R. Nimitz,:0 RISE-staff,:and I met with, g

LIPA management to overview'the turbine survey results and discuss-several issues related to the confirmatory survey of SNPS. The~ primary agenda' items were:

1.

Schedule for confirmatory survey; 2.

Logistics of confirmatory survey-- opening systems, scaffolding, etc.;; and 3.

Site access requirements for ORISE personnel.

The major issues / concerns. discussed during the meeting, and resulting action items, are summarized below:'

I informed LIPA that the preliminary schedule for the confirmatory.

survey, based on the information submitted to date, led to a completion date of June 1, 1994, +/- 2 months. LIPA plans to complete-the final survey around January -1,1994, and expressed concern about the cost of1 maintaining SNPS license past January-1, 1994.

ORISE stated that-to provide a reasonably accurate schedule for.the confirmatory survey,- that they would need an estimate of' the-number of measurements that LIPA plans to collect during their final survey. :LIPA; comitted to transmit to ORISE, through NRC, this information.- LIPA<did not provide a projected date for their submittal. Within two weekr after LIPA's submittal, ORISE will~ transmit a draft schedule' to NRC.

Upon approval., NRC will -send the draft schedule to LIPA.

I anticipate that LIPA will then formally request NRC to complete the confirmatory survey more quickly.

ORISE identified some instrument calibration issues that need to.be addressed. Preliminary-comparisons.showed a 40-per cent difference between ORISE and LIPA measurements. ORISE will submit to NRC, by March 12, 1993, a summary of the issues requiring resolution and recomendations.. I will-relay the ORISE recommendations to LIPA. ORISE.

will probably need to make a~ visit to-LIPA-to resolve the calibration issues. This visit is a high priority and is anticipated to occur during the week of March 22 -1993.

4 LIPA committed to send copies of termination survey program operating-procedures to ORISE. No date was set.

LIPA would like a month's notice as to systems and other support requirements ORISE will require during-a given confirmatory survey. - I stated that we would make every effort to supply the month's notice but cautioned LIPA that notice may be as short as two weeks.

LIPA stated that they would accommodate a. shorter notice.if^ required.

I emphasized that the-schedule we--'were discussing relatEd to ORISE's; submittal of the confirmatory survey report to NRC,.and that additional-time would be required before the license would be. terminated.

As a result of my review of the licensee's program,. I need to review -

i several additional issues prior to approving ~ LIPA's final' survey plan.

l In addition, LIPA owes me a submittal on their proposed method for accounting for the Fe-55 using Co-60 measurements.

I will-need at least 2 days to finish the survey plan review and transmit an approval letter 1 1

to LIPA.

I hope to work on this prior to LIPA's submittal and approve-3 the plan within a day or two 6f receiving the. submittal. The approval ~

-j of the plan is a priority. item.

We discussed plant access requirements for ORISE, who requested thatL l

they be escorted while in the plant.

LIPA would like to badge'at'least a

a few ORISE employees to' reduce the number of LIPA employees required to be devoted to escorting ORISE.

i I also met with ORISE and R. Nimitz to discuss coordination and-1 responsibilities for the confirmatory surveys.- -I reaffirmed' that LLWM has the.

1 lead for the project and will approve all submittals and changes to~ approved i

I emphasized that all approvals would incorporate comments from_0 RISE.

1 and RI. RI will inspect for compliance with the plan and will' be onsite i

during all ORISE visits to assist as needed,.and Sterface.with LIPA..The following issues related to confirmatory survey were identified or discussed:

A potential difficulty with the' confirmatory survey process.is ORISE j

personnel's lack of knowledge of BWR. systems. They will need

-I considerable assistance in selecting biased locations.in systems 'and on

structures, and finding their way around.the. plant.

I discussed this-i issue with R. Nimitz. He agreed that'his input will-be requiredito orient'0 RISE personnel'to BWR systems, as needed during their-confirmatory survey work.

I generally discussed the RFTA for the SNPS confirmatory survey with.

M. Landis and J. Berger.

In particular, we discussed the_ approach to developing a statistically based confirmatory survey plan, as required

'l by the RFTA, and the types of programs areas to be covered during the onsite surveillances that.0RISEi will conduct, in addition to actual lj l

confirmatory survey measurements.

Berger; and I'will try to meet with Dick Gilbert, after the WorkshopL on Termination Surveys at WM '93 (Sunday, February 28,1993), to' discuss-the issue of a statistically based confirmatory survey plan. Dick Gilbert is a panelist for the Workshop, as.'are Berger and myself,. and has considerable ' experience in statistics for final survey measurements.

When I left the site the' evening of February 23, 1993,- ORISE was performing the confirmatory' survey of the turbine.

R. Nimitz cal _ led on February 24,'
