I February 26, 1993 Docket No. 50-440 LICENSEE-THE CLEVELAND ELECTRIC ILLUMINATING COMPANY FACILITY:
PERRY NUCLEAR POWER PLANT, UNIT 1
SUBJECT:
SUMMARY
OF MEETING HELD ON FEBRUARY 5, 1993 TO DISCUSS A PROPOSED REVISION TO THE PERRY EMERGENCY ACTION LEVELS (TAC NO. M85476)
On February 5,1993, NRC staff members met at Rockville, Maryland, with employees of The Cleveland Electric Illuminating Company (CEI) to discuss a proposed revision to the Perry Emergency Action Levels (EALs) submitted January 12, 1993.
A list of attendees is included as enclosure 1.
The handout used at the meeting is included as enclosure 2.
7 At the meeting, the following statements and comments were made: 1) CEI stated that it was easier to not take credit for Division 3 in the loss of A. C.
power EAL, 2) the Perry operators have reviewed the proposed EAls 3 times, but the EALs have not yet received simulator verification, 3) CEI will look at justifying greater than 15 minutes to transfer control without declaring a site area emergency under the control room evacuation EAL,_4) CEI will look at eliminating low lake level as a condition in the natufal/ destructive phenomena EAL, 5) for the anticipated transient without scram (ATWS) EAL, CEI will provide additional justification for defining a successful scram as one where power level is confirmed as being less than 4%, 6) for the fission product barrier degradation EAL, CEI feels that the maximum core uncovery time limit should not be used and instead will provide justification for using 20 minutes, 7) CEI added a stuck open safety relief valve to their EALs, which was not in the NUMARC document, 8) CEI will look at defining "For use during accident conditions only" in the EALs, 9) the NRC staff questioned the definition of " impede" when used with regard to radiation dose rates, 10) the NRC staff commented that the unusual event category should be removed from the ATWS EAL, and 11) the NRC staff commented that the fire EAL should be reevaluated for fire conditions. At the conclusion of the meeting, CEI stated that they w wld consider the NRC comments and would provide changes and/or justifications as appropriate.
