SUBJECT:
SITE RELEASE CRITERIA FOR DECOMMISSIONED NUCLEAR PLANTS At your meeting of October 6, 1992 with Dr. Murley, you requested site release criteria for decommissioning of nuclear plants.
I am providing the following pertinent documents for your review as well as a brief summary of the criteria.

dated April 6, 1992 2.
Regulatory Guide 1.86, " Termination of Operating Licenses for Nuclear Reactors," dated June 1974 3.
NRC letter, James R. Miller to Dr. Roland A. Finston at Stanford j
University, dated April 21, 1982.
j Item I is primarily focused on the cleanup of specific materials licensee sites. However, it also contains information which is directly applicable to reactor site cleanup.

Items 2 and 3 are referenced in the Action Plan and are being supplied to you j
for completeness.
You may wish to obtain NUREG/CR-5849, " Guidance Manual for Conducting Radiological Surveys in Support of License Termination," which is also referenced in the Action Plan; it was published this year and contains j
guidance which you may find useful.
In addition, NUREG/CR-5512, Vol. 1, j
" Residual Radioactive Contamination From Decommissioning," published in October 1992, also provides pertinent information. The Action Plan cites 1
other documents that could be of interest.

migration of existing contamination through the ground water and potential airborne contamination of streams as a result of site work are of concern.
Criterion 4 of the Action Plan references the Environmental Protection Agency (EPA) regulation 40 CFR Part 141, " National Primary Drinking Water Standards."
In accordance with FC B3-23, the maximum contaminant levels for radionuclides in public drinking water as established by the EPA should be used as reference standards for protection of ground water and surface water resources.
Implementation of these criteria will permit unrestricted access to the site, subject to a site radiation verii'ication survey by the NRC.
Finally, the Commission has recently initiated a rulemaking to establish generic site cleanup criteria for the decommissioning of NRC-licensed sites.
