This letter transmits the findings of the routine resident safety inspection by
Messrs. T. Kenny, L. Scholl, and Ms. M. Evans from April 10 - May 21, 1990 at

the Limerick Generating Station, Limerick, Pennsylvania. The inspection
'
consisted of document reviews, interviews, and observations of activities. The

results have been discussed with Mr. Graham Leitch and Mr. Martin McCormick, Jr.
of your staff.

Based on our inspection, a violation for failure to follow procedures during
recirculation of the waste sludge tank was identified. This resulted in a
spill of resin. This violation has been categorized by severity level according
to 10-CFR Part 2, Appendix C (Enforcement Policy). You are required to respond
'
to this violation and in preparing your response you should follow the instruc-
tions in Anpendix A.
,
We also noted some exampirs where Nonconformance Reports (NCRs) were disposi-
tioned with inadequate technical justification and documentation.
Since NCRs
alert management to problems within the facility, it appears additional manage-
ment attention is warranted to ensure they are properly dispositioned.
