On June 12 and 13,.1990, NRC senior managers met to review the performance of~

nuclear powar plants licensed to operate by the NRC. This meeting is conducted' semiannually to focus NRC resources on those plants and related issues'of greatest safety significance. At this meeting the Calvert Cliffs facility was categorizedascontii.uingtorequireclosemonItoring. Plants in this category have been identified as having weaknesses that warrant increased NRC' attention j

from both Headquarters and the Regional Office until _the licensee demonstrates

'l a period of improved performance.

A summary of the discussions held relating to Calvert Cliffs is provided below:-

l Licensee performance has continued -to improve since the January 1990 Senior Management Meeting with efforts focused on the short ters actions needed for restart of Unit:1.

The licensee has made good-progress in communicating its expectations of staff performance regarding' procedure 2

adherence, probleep identification and resolution, and self assessment.

Longer term activities under the performance Improveswnt Program are' i

proceeding; however, the procedure upgrade program has experienced i

significant delays.

The generic implications of the-licensee's 'past-1 failure to adequt.tely address low temperature, over-pretsure protection comitments to the NRC were assessed and= it was concluded that safety -

significant comitments were now being adequately implemented.

An NRC maintenance team inspection, in ' February / March 1990, concluded that maintenance activities were satisfactory and that a number of changes and-1 improvements have been made.

In April 1990, the licensee resolvedithe i

material concerns on the Unit 1 pressurizer and mac'e sufficient' improve-1 ments in the control of work activities, in the control of system status, i

i and ini the quality and use of procedures to permit Unit I restart. -The resulting short power ascension program and. shutdown, the,latter for a required steam generator inspection outage, demonstrated improved overall licensee performance.

Readiness-for restart from the current outage, preparations for Unit 2 startup now scheduled for the end-of 1990, and; the results of the-longer term Performance leprovement Plan will continue-to receive close monitoring.
