PROPOSED LICENSE AMENDHENT, TECHNICAL SPECIFICATION 3.5.2, "ECCS-SHUTDOWN,"(TAC.No.76874)

Dy letter dated May 21, 1990, you forwarded an application for a license amend-mentthatwouldrtviseTechnicalSpecification(TS)3.5.2,"ECCS. Shutdown". The revision would allow one loop of the Residual Heat Removal system to be used as an ECCS system and also to be used for shutdown cooling. Currently, the TS requires at least two ECCS loops be operable and capable of transferring water from the suppression pool to the reactor vessel.

Your submittel stated that the change is requested to allow more flexibility to perform scheduled outage work and to reduce the length of subsequent outages l

while still maintaining an acceptable level of safety. Under the NRR priority-system, this review is assigned as icw priority and will not be finished prior to your upcoming outage scheduled to begin in Septevrber 1990.

The NRC staff is initiating a study of shutdown cooling including maintenance, system operability requirements, backup systems and other aspects of this topic.

Accordingly, until the staff conpletes its review of this issue, TS changes such as the one. you have requested for flexibility purposes, will not be considered by the staff unless you can identify a significant safety need for this change.

Therefore, to reduce the administrative burden associated with continued tracking and monitoring of this amendment request, we suggest that.you withdraw this change 1

and resubmit it after the staff has cottpleted its generic review.
