Gentlemen:

This refers to the routine safeguards inspection and allegation review

conducted-by Mr. J. R. Kniceley of this office on' June 4-8. 1990, of activities-

at Quad Cities Nuclear Generating Station;. Units 1 and 2 authorized by NRC

Operating Licenses No. DPR-29 and' No. DPR-30 and to the. discussion-of our

findings with Mr.- G. Spedi and other members of-your staff at the conclusion

of the inspection.

The enclosed copy of our intpection report identifies areas examined during

the inspection.' Within'these areas, the inspection consisted of a selective

examination of procedures and. representative records, observations, and

interviews with personnel.

During this inspectio:,, one licensee identified . item ap) eared to be .in

violation of NRC r'.quirements. The' inspection showed t1at actions have been

taken to correct the identified violation and to-prevent-recurrence.

Consequently, no reply to the violation is required and we have no further

questions regarding this matter at this time. The violation is not being

cited because the criteria specified in 10 CFR Part 2, Appendix C.Section V.G.

of the-Enforcement Policy were satisfied.;

Areas examined during this inspection concern a subject-matter which 1s exempt

from disclosure according to Part 73, Title 10, Code of Federal Regulations,

Section73.21(c)(2).

This information must be handled and protected in

teordance with the provisions of 10 CFR 73.21.- Consequently, our report

of Q is inspection will not be placed in the NRC Public Document Room..

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this i.etter and the attachment to the Report Details will be' placed in the NRC

Public' Document Room,
