SUBJECT:

CRYSTAL RIVER UNIT 3 - REACTOR BUILDING FLOODING (TAC NO. 76799)

~By letters dated May 17, June 4, and 15, 1990 and LER 90-005, you identified a problem with flooding of a number of instruments in the reactor' building (RB) which are used to mitigate desig'n basis accidents, and proposed to resolve that problem on an interim basis by imiting the amount of water drawn from the borated water storage tank in the event of.a loss-of-coolant accident (LOCA). Switchover from injection mode'to recirculation mode will be based on an RB. level which will provide adequate pump not positive suction head, yet avoid flooding the instru-ments in question. Time for operator action to initiate switchover will be at L

least 10 minutes. An alarm will be added as a backup to the procedurally-required

-operator action, and tha quality and reliability of the level instruments is in accordance with Category 1 of Regulatory Guide 1.97. Control room dose will be below Standard: Review Plan guidelines assuming reasonable iodine removal efficiency (75' percent) by charcoal adsorbers in the auxiliary building venti--

~ 1ation system, and pH:in large-break LOCAs will be satisfactory. You have performed an evaluation in accordance with 10 CFR 50.59 and state that there u

are no unresolved safety questions.

You have completed plant modifications, procedure revisions, and operator training necessary to implement-the interim solution, and have committed to continuetomeetthelimitingcondit1onsofTechnicalSpecification(TS)3/47.8

until permanent resolutiert of the problem is implemented. We assume that this commitment applies also to surveillance requirements of this TS, as well as to the requirements of TS 3.3.3.6 as they apply to the RB level instruments.

You committed to complete implementation of the pemanent resolution of this problem by the end of Refuel 8, subject to material delivery constraints.

The permanent. solution will return the time after the accident for operator action for all break scenarios to previous values (about 20 minutes to initiate switchover in a large-break LOCA). You stated that you will infom us of the details of your permanent fix by October 1,1990, provide quarterly updates on l

the status of this matter, and seek NRC approval for any schedule changes.
