This letter confirms the telephone conversation between Mr. C. K. McCoy, of your staff and Mr. K. E. Drockman, of my staff on June 6,1990, granting a Regional Waiver of Compliance for Vogtle Units 1 and 2.

Our action was based V

on your verbal request of June 6,1990, as documented in your letter issued on the same date.

b Technical Specification 4.3.2.2 requires that each Engineered Safety Features System (ESFAS) function response tine be demonstrated to be within its limit at least once per 18 months.

In order to obtain a complete response time actuation for the Control Room Emergency Filtration System (CREFS), the diesel generator sequence loading delays and the fan response times have to be measured.

Procedural inadequacies have been identified by your staff which indicate that these parts of response time testing had not been adequately 1

demonstrated.

'The measurement of the diesel generator sequencer loading delays can be L

accomplished within the provisions of the Technical. Specifications; however, j

in order to measure the response time of the CREFS fans, the two operating CREFS trains would have to be shut down. This would preclude you from meeting the requirements of the Limiting Condition for Operation Action Statement and necessitate entry into Technical Specification 3.0.3.

The waiver allowed relief from the requirements of Action Statement 27 of Technical: Specification 3.3.2 for a period of six hours.

This would allow Georgia Power adequate time to accomplish the required portion of the response L'

time testing and perform any troubleshooting or evaluation which could occur during the conduct of the tests.

It is recognized that the CREFS could be manually restarted at any time during the test, if the need arose.
