In my March 20, 1990 letter to you I indicated that I would provide-periodi_c status reports on TMI Action Plan item imple-menta' tion by our licensees.
Accordingly I have enclosed for your information a copy of the Nuclear Regulatory Commission (NRC) staff's May 1990 report to the Commission on this matter, t
This information reflects the NRC staff's most recent review of licensee actions and commitments in this. area and is current through March 31, 1990.
You will note that since my March 20, 1990 letter to you, three TMI-Action Plan items (at' Fermi 2, Cooper Station, and Browns Ferry.2) have been completed.
However, we have added to the 1.ist-two unimplemented items at the Comanche Peak plant, which
-has been licensed to operate since our initial report to you in
' June'1989.
In addition, several-licensees have provided new estimated dates for completion of pending open items.
The NRC will continue to monitor closely licensee actions and commitments at facilities ~with unimplemented items.

To-inform the Commission of the status of implementation of TMI Action Plan requirements.
Discussion:
- The enclosed information presents the implementation status of the.TMI Action Plan and highlights progress made since the June'1989 response to Congressman Markey and the Commission paper dated February 22, 1990, subject'as above, Enclosure 1 presents the overall status and progress achieved to date. presents estimated implementation timeframes for the remaining open items.
Enclosures 3 and 4 provide the number of open items by major area and by plant, respectively.
Enclosure 5 details the items listed in the response to Congressman Markey and identifies their current status.
Over 98 percent of the TMl Action Plan requirements have been implemented at the'114 currently licensed facilities. As-shown
~
in Enclosure 1, of 19,608 possible TMI Action Plan items, 13~863-were found applicable when reviewed against each specific licensed reactor. The number of total and applicab!c items increased since the June 1989 report to Congresiman Markey as a-result of the addition of Limerick 2 and Comanche Peak 1 to the.
list of licensed reactors. There were no unimplemented items at-Limerick 2, but there are two unimplemented items at Comanche Peak 1..
The two unimplemented items at Comanche Peak involve Plant, Safety Parameter Display System (SPDS) Consoles Fully Implemented and Detailed Control Room Design Review (DCRDR) environmental survey.
In the case of SPDS, the applicant satisfied six of'the a
eight SPDS requirment's of Supplement 1 to NUREG-0737 prior to licensjng.
The ~ applicant consnitted to corrective actions which would resolve the remaining SPDS requirements by December.1990.
In the' case of DCRDR, all-requirements were met at_the time of

Of the currently applicable items,'13,657 have been implemented i
and only 206 remain unimplemented.. The number of open items has 1
been reduced by 19 percent from the 254 identified in the reponse to Congressman Markey to the 206 items currently unimplemented.
With regard to-the SPDS console, the staff is reconciling
~ differences in status that may exist between licensee responses to the NRC Generic Letter of April 14, 1989, which requested licensees to review and report TMl item implementation status and Generic Letter 89-06, " Safety Parameter Display System,"
which required licensees to certify compliance with SPDS design-criteria.

-remain within the timeframe stated in the response of June 15,
'1989, to Congressman Markey.
There are currently seven items that have not been assigned implementation dates by licensees, a
which are associated with two plants, Rancho Seco and Shoreham.
These two licensees have indefinitely suspended all TMI item schedular commitments in conjunction with their decision to i
cease operations at these facilities.

From an issue perspective,'four major areas account for about three fourths of the 206 remaining items,-as shown in Enclosure 3:
detailed control room design review -- 78 items, plant-
-l SPDS console -- 46 items, technical specifications -- 17 items, ll and accident monitoring -- 14 items, j
From a plant perspective, the TMI Action Plan has been fully-implemented at 24 of the 114-licensed facilities. As shown on l-, six plants account for about one third of the 206 l
remaining items:
Browns Ferry 1, 2 and 3 -- 52 items, Salem 1 L
and 2 -- 10 items, and San Onofre 1 -- 6 items. The remaining 84< licensed facilities have one to four unimplemented items.

The original list of 254 items has been increased by the addition of three issues:
(a) Issue Number 11.D.1.3, " Block Valve Testing," for Ft. Calhoun.
The staff's review concluded that the valve testing data previously referenced by the licensee was for valves that are not similar to the Ft. Calhoun block valves. The licensee has committed to test similar valves by December 31, 1990.
(b) Issue Number 1.D.4, " Detailed Control Room Design Review" for Comanche Peak.
The necessary corrective action for renote shutdown panel environment at full power is scheduled for August 31, 1990.
(c)
Issue Number 1.D.2.3. " Plant SPDS Console Fully Implemented" for Comanche Peak.
The applicant has committed to full implementation by December 31, 1991.
Note 2:
The licensee's letter of 11/29/89 indefinitely suspended all schedular commitments in conjunction with the licensee's decision to cease operations at the facility.
Note 3:
The licensee's letter of 9/27/69 indefinitely deferred implementation of these items in conjunction with the licensee's decision to decom-mission the plant.
