Dear Mr. Hutchins:
This letter addresses the inspection of your facility at Novi, Michigan, conducted by Messrs K. R. Naidu, H. L. Ornstein and T. J. Carter, of this office on January 29, 1990 through February 1, 1990, and the discussions of their findings with you and Mr. D. Swinton at the conclusion of the 1
inspection.
The purpose of the inspection was to review the implementation of your quality i
assurance program in gelected areas and observe activities related to the l
manuf acture, assembly, and testing of pneumatic control assemblies intended j
for use in safety-related actuators to operate main steam isolation valves installed in nuclear power plants.
Areas examined during the NRC inspection and our findings are discussed in the enclosed report. This inspection consisted of an examination of procedures i
and representative records, interviews with personnel, and observations by the inspectors.
During this inspection, it was observed that your quality assurance (QA) program f
and its implementation failed to meet certain NRC requirements. Specifically, l
the inspectors determined that your QA program was inadequate in the areas des-i cribing the authority and duties of persons performing safety-related activities; l
measures to convey vality requirements contained in customer purchase orders to subvendors; and measures to verify the adequacy and validity of documentary evi-dence related to purchased material.
Furthermore, the inspectors determined that your procedure to implement 10 CFR Part 21 was inadequate to evaluate and document i
evaluations of potentially reportable items.

The enclosed Notice of Violation is sent to you pursuant to the provisions of Section 206 of the Energy Reorganization Act of 1974.
You are required to submit to this office within 30 days of this letter a written statement containing:
(1) a descri correct these items; (2) ption of steps that have been or will be taken to l
a description of steps that have or will be taken to prevent recurrence; and (3) the dates your corrective actions and preventive l
measures were or will be completed. We will consider extending the response r

The responses requested by this letter are not subject to the clearance procedures of the Office of Management and Budget as required by the Paperwork Reduction Act of 1980, PL 96 511.
