Dear Mr. Shelton:
SUBJECT:
SEISMIC AND LOCA LOADING ANALYSIS OF THE MARK-BZ FUEL ASSEMBLY FOR DAVIS-BESSENUCLEARPOWERSTATION(TACNO.M75850)
By letter dated February 5,1990, you submitted a request for changes to the Bases of the Technical-Specifications for the Davis-Besse Cycle 7 reload core.
The submittal involves, among other things, analysis for the inclusion of Mark-BZ fuel in the :: ext cycle. Our review for this reload is limited to the analysis of the seismic and LOCA loads for this new fuel. The changes to the Bases of the Technical Specifications were included in the issuance of Amendment No. 149 issued June 4, 1990.
j The staff has approved B&W's fuel assembly seismic and LOCA analysis methodology described in the Topical Report BAW-10133P.
However, this approval is restricted to the applications of B&W lowered-loop 177 fuel assembly plants.
Since Davis-Besse is a raised-loop plant, a separate application of seismic and LOCA analysis is required. You have performed such an analysis for Davis-Besse.
The Mark-B8A fuel assembly design used in the reload incorporates zircaloy in place of inconel for intermediate spacer grids (a Mark-BZ design). The analysis of the Mark-BZ fuel assembly for seismic and LOCA loading was based on methodology described in the approved BAW-10133P.
The most limiting condition, which is the mixed core of Mark-B and Mark-BZ fuel, was used to analyze the raised-loop plant' loading condition. The loadings from seismic and LOCA events were combined according to Appendix A to Standard Review Plan 4.2.
The results showed'that the combined seismic and LOCA loading is less than the allowable limit, thus no fuel assembly is damaged and the coolable geometry is maintained. Since an approved

This completes our. review of this topic and Tac No. M75850 is closed.
Sincerely,'
