RESPONSE TO GENERIC LETTER 89-10. " SAFETY-RELATED MOTOR-OPERATEDVALVE(M0Y)TESTINGANDSURVEILLANCE"(TACNo.75701)
On June 28, 1989, the NRC issued Generic Letter (GL) 89-10 requesting the j
establishment of a program to ensure the operability of all safety-related MOVs under design basis conditions. The program in GL 89-10 significantly expands the secpe of the program outlined in NRC Bulletin 85-03 and its supplement.
I In accordance with the schedule provided in the GL, a description of your MOV program should be available for review by June 28, 1990, or the first 4
i refueling outage after December 28, 1989, whichever is later.
Information
'I that should be contained in your program description was discussed during i
the workshops held in September 1089. The staff positions on questions g
presented during the workshops will be issued in the form of a supplement to the GL. As your program is developed, justification for any differences between your program and the GL exemplified by the workshop comments should be incorporated into your program description.
On December 27, 1989, you submitted a letter in response'to GL 89-10,
" Safety-Related Motor-0perated Valve Testing and Surveillance," regarding the Pilgrim Nuclear Power Station. Therein, you state that you will develop a program-in response to the GL.
Several coments on your submittal are provided below.
You state that all "Limitorque MOVs" were inspected and refurbished, as necessary, under your MOV Upgrade Program. The GL procram should also include actuators of any other manufacturers used at the Pilg'em Nuclear Plant.
Additionally, you state that comitments made in response to Bulletin 85-03 will be incorporated into a test program developed to meet GL 89-10. The extent to which GL 89-10 supersedesBulletin 85-03 for a particular licensee depends on the actual comitments to the GL.
In instances where your comitment to the GL-does not completely address a previous comitment to Bulletin 85-03 you should request relief from that comitment. Each relief request will be reviewed on a case-by-case basis.

2 June 7,1990 We understand that your program addresses the condition where the testing of an POV in-situ under design-basis conditions is not practicable and that testing these MOVs will be performed at reduced pressures and flows with test results evaluated for design. basis conditions.
As discussed at the workshops, recent research programs and operating experiences have revealed that extrapolation of test data from low load conditions to more severe conditions is not reliable in many instances. We recommend that you review the soon.to-be issued supplement to the GL with respect to alternatives to design-basis testing and the difficulties associated with justifying those alternatives.
In-thor.e cases where testing of an MOV in-situ under design-basis conditions is not practicable and alternatives to such testing cannot be justified, the staff recommends that you use the "two stage" approach discussed in the GL and at the workshops. Following that approach, you would set the operating switches for the particular MOV based on the best available data. Af ter which, you should then work to obtain applicable test data as soon as possible.
This closes the licensing action on TAC 75701.
