l APPENDIX A NOTICE OF VIOLATION New York Power Authority Docket No. 50-333 James A. FitzPatrick Nuclear Power Plant License No. DPR-59 As a result of the inspection conducted on May 7 to 11, 1990, and in accordance with the NRC Enforcement Policy (10 CFR 2, Appendix C), the following violations were identified.
Technical Specification 6.11, Radiation Protection Program, hall be prepared A.
states, in part, that Procedures for personnel radiation protection s and adhered to for all plant operations."
Chapter 15 of the Radiation Protection Manual
" Radiological Surveys,
requires, in ) art, in Section 15.4.9, that " Radiation and contamination checks of hig1 occupancy areas such as offices, lunchrooms and locker rooms are also performed weekly."
Contrary to the above, lunchrooms and locker rooms had not been performedradiatio areas such as offices weekly from April 3,1990 to May 7,1990.
This is a Severity Level IV Violation. (Supplement IV) l B.
Technical Specification 6.5.1 (E), Plant Operating Review Committee (PORC)
Responsibilities, requires PORC to review plant procedures, and changes thereto, required by Technical Specification 6.8.
Technical Specification 6.8, Procedures, hall be established and maintained requires, in part, that written procedures and administrative policies s that meet or exceed the requirements and recommendations of Appendix A of Regulatory Guide 1.33, November 1972.
