A routine unannounced radiological controls inspection was conducted at the-

James A. FitzPatrick Nuclear Power Plant on May 5 to 11,1990. Areas reviewed

during the inspection included: Staffing and Organization, and' Internal and

External Exposure Controls. The inspector also provided input to the NRC

l

Maintenance Team which was conducting Maintenance Team Inspection No.

50-333/90-80. The findings were summarized and discussed with you and members-of

your staff during the exit meeting on May 11, 1990.

Within the scope of this review,d a failure to follow radiation protectionthree apparent violat

first apparent violation involve

procedures. The second apparent violation involved a failure of the Plant

Operating Review Committee to review radiation protection procedures as required

by Technical Specifications. The third apparent violation involved a' failure to

provide individuals entering high radiation areas with adequate dose rate

measurement instrumentation. The violations are described in the enclosed

'

Appendix A, Notice of Violation. You are required to respond to this Notice of

Violation and follow the instructions specified in Appendix A.
