This refers to the NRC's Systematic Assessment of Licensee Performance (SALP)

Board Report Nos. 50-206/90-02, 50-361/90-02, and 50-362/90-02, which was

transmitted to you by our letter dated April 11, 1990.

During our management

meeting at the San Onofre Site on April 25, 1990, we discussed the results of

that assessment.

A copy of the agenda for our meeting is enclosed.

A summary

of our discussions at that meeting, which also included SCE presentations on

twoothersubjects,isprovidedintheenclosedmeetingreport.

As discussed in our April 11 letter $ meeting, the SALP Board found yourin the Initial SA

overall performance to be very good and directed toward safe facility

operation.

Specific strong performance was noted to have continued in the

Radiological Controls, Security, and Emergency Preparedness functional areas,

and improvement in the Maintenance / Surveillance area caused that area to also

be considered an area of strength.

During our meeting you; identified' actions

being taken to address the relative decline in performance which was observed

in tie Plant Operations area during this SALP period.

Engineering / Technical Support and Safety Assessment / Quality Verification .

functional areas was observed to have made notable improvements, although we

emphasize the importance of your completing several improvement programs you

have initiated in these areas.

Our April 11. letter noted that you are not required to reply to the SALP

Board's re) ort but could do so, if desired, within 30 days after our April 25

meeting.

enclosed meeting report, we understand that the SCE has no specific comments

on the SALP Board s report and does not alan to provide a written response.

No changes have therefore been made to tie Initial'SALP Board Report

Nos. 50-206/90-02, 50-361/90-02, and 50-362/90-02,Lissued by our letter dated

April 11, 1990, and it is considered to be the final SALP Report.
