Earnest of this office during .the period April' 16-19, 1990, of-activities authorized by NRC Operating Licenses NPF-76 and NPF-80-(Units 1 and 2) for South Texas Project, and to the discussion of our findings with members of your staff at the conclusion of the inspection. 'The inspection reviewed certain areas of your physical security program. Within these areas, the inspection consisted of selective examination of procedures and representative records, interviews with personnel, and observations by the inspector. The inspection findings are documented in'the -enclosed inspection report. We have also examined actions you have taken with regard to previously . identified inspection findings. The status of these items is identified in paragraph 2 of the enclosed report. Within the scope of the inspection, no violations or deviations-were identified. Your staff, however, made a commitment to the NRC staff.in response-to a concern about the posting of compensatory measures when portions of your perimeter detection system exceed acceptable false'and nuisance alarm rates. The commitment was to implement procedures for establishing compensatory measures whenever unacceptable false and nuisance alarm rates are n incurred. We have characterized this commitment as an open item because we wish to review the implementation of your commitment at a later date. .The' material enclosed herewith contains Safeguards Information as defined by- 10 CFR Part 73.21 and its-disclosure to unauthorized individuals is prohibited by.Section 147 of the Atomic Energy Act of 1954, as amended.
