L 0n July 18, 1989, the NRC. issued Generic Letter (GL) 89-13 (Reference 1) which l

requires each licensee to supply information about their. respective safety-related ' service water systems to assure - the NRC J of conformance with the

-j general design criteria related to the service water system and confirm that

~j the safety functions of their respective service water systems are' being met.

In addition, GL 89-13 also asked licensees to inform the NRC that all of the -

recommended actions or their justified alternatives 'have been implemented

within. 30 days' of. such implementation.

j June 1, 1990 should a schedule extension be required as a result of our ongoing system review / analysis, we would provide such notification with the appropriate justification by June 1,1990.

i The purpose of this letter is to propose an alternate schedule for completion

[

of item 4 of GL 89-13 for Millstone Unit Nos.1, 2, and 3.

Item 4 of GL 89-13 requires each licensee to confirm that the service water system will perform its intended function in accordance with the licensing basis of the plant and this confirmation is to be completed before plant start-up following the first refueling outage beginning 9 months or more after July 18, 1989.

The decision for the alternate schedule for completion of the review of the service water system for our plants is based on the experience gained from work performed on the Haddam-Neck Plant service water system, the complexity of each unit's particular system design, and the existing resources available to complete this review.

A systematic approach was utilized to evaluate this task.

An activities list was developed that outlined the - required tasks.

Durations were estimated based on recent experience.

Man-loading was then considered.

The result was that it was not feasible to complete all four units in the requested time frame.

Based on the effort that is ongoing at the Haddam Neck Plant and near

- completion of a service water computer model for Millstone Unit No. 3, it was determined that if efforts were concentrated on these two units, they could be completed as originally proposed in our response dated January 25, 1990.

For Millstone Unit No. 3, Item 4 of GL 89-13 will be completed to the extent that existing inplant instrumentation permits.

Millstone Unit No. 3, being a relatively new plant, is better equipped with instrumentation than the others.

As part of our review, we will determine the adequacy of the existing instru-mentation.

If it is determined that additional instrumentation is required, it will be procured with installation to be completed during the Cycle 4--

refueling outage.

At that time, Item 4 will be formally completed.

However, if no new instrumentation is required, item 4 will be completed at the end of the upcoming outage.

Work on _ Millstone Unit Nos.1 'and 2 would continue in parallel to the extent that it will not jeopardize the Haddam Neck Plant and Millstone Unit No. 3 effort.

Specifically, computer modeling of the respective service water systems, reconfirmation of licensing basis, outage testing with existing instrumentation, and procurement of any additional test instrumentation would all be ongoing.

In summary, the intent of Item 4 would be met.

Attention would be focused on the service water systems.

Between the computer modeling predictions and outage testing with existing instrumentation, any areas of concern would be identified and resolution would commence.

For Millstone Unit Nos.1 and 2, Item 4 of GL 89-13 will be completed prior to the start-up from Cycle 14. refueling outage for Millstone Unit Nc. I and prior to start-up from Cycle 11 refueling outage for Millstone Unit No. 2.

The difference between this approach and a full' commitment to the proposed schedule for Item 4 is
