NRC GENERIC LETTER (GL) 89-13. " SERVICE WATER SYSTEM PROBLEMS AFFECTING SAFETY.RELATED EQUIPMENT," DATED JULY 18, 1989 (TAC NO 74027)

By letter dated January 25, 1990, you submitted the first of two required responses to the subject generic letter concerning Millstone Unit 3.

Noting that you have comitted to each of the five recomended actions of GL 8913, or to an equally effective alternhtive course of action for one or more of them, we accept your response as fulfilling this requiren.ent of the generic letter.

If you choose a course of action different from the recommended actions of the generic letter, you should document and retain in appropriate plant records a justification that the heat _ removal requirements of the service water system are satisfied by use of the alternative program.

We look forward to receiving the second of the two required responses to GL 89-13.
