This acknowledges the receipt of your letters dated March 27 and April 10, 1990, by which you transmitted Revision 10, Changes 3 and 4 to the Waterford 3 Physical Security Plan. We have reviewed the information contained in Changes 3 and 4 and have determined that the changes are consistent with the provisions of 10 CFR 50.54(p) and are, therefore, acceptable.

However, as i

indicated in the attachment, we have some comments regarding the change to Section 6.4.

The regional staff reviewed changes pertaining to the administration of the plan, assessment aids, land vehicle bomb contingencies, and the deletion of the temporary access requirements. The staff concluded that the changes did not reduce the effectiveness of the Physical Security Plan.

The attachment to this letter contains Safeguards Information which is required to be protected from unauthorized disclesure by 10 CFR 73.21 and is being withhcid from public disclosure.

The subject revision wsa formally submitted in LP&L letter W3P89-1595 dated October 5, 1989 in addition to an earlier revision submitted in LP&L letter W3P89-1582 dated September 25, 1989.
