This refers to the routine safety inspection (50-293/90-07) conducted by

Messrs. J. Macdonald, A. Cerne, W. Olsen and Mrs. C. Carpenter and others of
this office on March 9 to April 30, 1990 at the Pilgrim Nuclear Power Station,
Plymouth, Massachusetts. Areas eramined during this inspection are described
in the NRC Region I Inspection Report which is enclosed with this letter,

Effective oversight and conduct of operations and outage management was evident
during the recently completed mid-cycle maintenance and surveillance outage.
,
In particular, your staff demonstrated the ability to integrate several major
emergent work activities into the schedule and accomplish these activities in a
quality manner. Your comprehensive investigation and troubleshooting of the
'.480 volt _ breaker issue was_. noteworthy.
