SUBJECT:

SAFETY EVALUATION REPORT, APPLICATION DATED MARCH 30, 1990, RE REVISIONS TO ORGANIZATION AND HANDLING OF FUEL ASSEMBLIES

Background

On September 27, 1989, NMSS staff issued Materials License No. SNM-1986 which authorized the receipt, possession, inspection, and storage of enriched uranium in the form of fuel assemblies and encore detectors at CPSES, Unit 2.

By letter dated March 30, 1990, TUEC requested organizational changes and a revision to the handling of fuel assemblies.

Discussion Currently, the Radiation Protection Manager (RPM) reports to the Manager, Technical Support (MTS), who reports directly to the Vice President, Nuclear Operations (VPN0).

In the subject application, the licensee proposes that the HTS report to the Manager of Nuclear Operations Support, who will report to the VPN0, and that the RPM report directly to the Plant Manager.

Also, the licensee proposes to change the minimum technical qualifications for the HTS from 8 years to 6 years of power plant experience. This is consistent with TUEC's personnel qualifications for the Part 50 license and with the acceptance criteria for personnel experience requirements recommended by the NRC staff. These minimum qualifications are sufficient to provide assurance that TUEC has the technical capability to perform safe fuel handling operations.

In addition, after each shipment of fuel, a fuel loading check is conducted by "CPSES Results Engineering." The licensee requests that the conductee of the loading check be changed to " Station Nuclear Engineering" which is an organization under Technical Support. This and the above revisions reflect organizational changes made in Amendments 77 and 78 of the Part 50 license.

To ensure that fuel assemblies outside of storage remain safely suberitical, TUEC has committed to having no more than one fuel assembly out of a shipping container or an approved storage location at any one time.

In the subject application, the licensee proposes to change this commitment to having no more than two fuel assemblies outside of an approved shipping container, storage rack, or fuel transfer tube at any one time and maintaining a minimum 12-inch edge-to-edge distance between such assemblies, h$Y$$$ Yb l7 C

safety for both arrays and individual assemblies out of storage that NRC staff transmitted to TUEC in a letter from C

Conclusion / Recommendation Based on the discussion, the staff concludes that the proposed changes will i

not adversely affect the public health and safety or the environment. Therefore, the staff recommends approval of the application.
