2) TV Electric letter TXX 89760 from W. J. Cahill Jr. to the NRC dated October 23, 1989 Gentlemen:

NRC Special Nuclear Material (SNM) License No. SNM-1986 authorizes TU Electric to receive, possess. inspect, and store enriched uranium in fuel assemblies and neutron detector assemblies for CPSES Unit 2 (Reference 1).

The NRC Staff prepared a Safety Evaluation Report (SER) in support of the license.

As discussed earlier with Mr. David McCaughey, there are several references in the SER to the organization at CPSES as it existed before Amendment 77 to the l

Final Safety Analysis Report (FSAR) which was filed on September 8,1989.

In addition, certain other relevant changes have been made in the CPSES organization since the SNM license was issued, these changes are reflected in Amendment 78 to the FSAR which was filed on January 15, 1990.

The following information is provided below which would more accurately reflect the current i

CPSES organization.

SER.Section V.A.

The first sentence of the second paragraph should state ?. hat the Manager.

Technical Support reports to the Hanager of Nuclear Operations Support and the fianager of Nuclear Operations Support reports to the Vice President. Nuclear Operations.

The third paragraph should state that the Radiation Protection Hanager reports directly to the Plant Manager.

SER.Section V.B.:

The SER indicates that the Manager, Technical Support, must have at least eight years of power plant experience.

The SER should reflect FSAR Table 13.1-1, Minimum Qualifications for Plant Personnel, which specifies 6 years of total power plant experience for the Manager, Technical Support.

This is consistent with TU Electric's commitment to Regulatory Guide 1.8, Revision 1-R (5/77).

SER. Sectlon VI.D(3):

The reference to "CPSES Results Engineering" should be revised to " Station Nuclear Engineering" which is an organization under Technical Support.

SER.Section VI.E.t The SER refers to certain commitments by TU Electric for the handling of fuel assemblies. While the SNH license for Unit 2 was being processed.

TV Electric was discussing this matter with the NRC Staff in connection with the Unit 1 fuel and the proposed operating license for Unit 1.

By letter dated October 23,1989 (Reference 2), TV Electric confirmed the understanding reached with the NRC. This understanding is equally applicable to Unit 2.

Therefore, the first paragraph should be revised as follows to reflect TV Electric's commitment for the storage and handling of fuel assemblies in the common Fuel Building for CPSES Units 1 and 2.

To ensure that fuel assemblies outside of storage remain safely subcritical, the applicant has committed to having no more than two fuel assemblies outside of an approved shipping container, fuel inspection station, storage rack or fuel transfer tube at any one time and a minimum 12 inch edge-to-edge distance will be maintained between such assemblies.

TU Electric has evaluated each of the above items and concluded that, with these changes. TU Electric's equipment, facilities, and procedures remain adequate to protect health and minimize danger to life and property. TU l
