This confirms our plans as discussed between R. Lanksbury of my staff and
F. Spangenberg of your staff to conduct an Enforcement Conference at
1:00 p.m. , (CDT) on May 31, 1990, at the Region 111 Office in
Glen Ellyn, Illinois. The conference is to discuss the apparent violations
documented in Inspection Report 50-461/90009(DRP) regarding the event on
,
April 11, 1990, when several control rods were withdrawn during a reactor
startup while the main turbine bypass valves were not fully closed.

It is our understanding that six individuals closely involved with the event
will be attending the conference.
You should be prepared to discuss the

topics listed in the enclosure to this letter. We also request that you
provide a handout which succinctly describes your position concerning these
enforcement considerations.
