NRC INSPECTION OF SAN ONOFRE UNITS 1, 2, AND 3
This refers to the routine unannounced inspection conducted by Mr. C. Clark of
this office on February 26 - April 27, 1990, of activities authorized by NRC
License Nos. DPR-13, NPF-10, and NPF-15, and to the discussion of our findings
held by Mr. Clark with members of your staff on March 23, 1990.
Areas examined during this inspection are described in the enclosed inspection
report. Within these areas, the inspection consisted of selective
examinations of procedures and representative records, interviews with
personnel, and observations by the inspector.

Based on the results of the inspection, it appears that one of your activities
was not conducted in full compliance with NRC requirements, as set forth in
the Notice of Violation, enchted herewith as Appendix A.
Based on the
licensee's corrective actions taken during(H. B. Ray to D. F. Kirsch), a
the inspection, and identified in a
licensee April 2, 1990 letter to Region V
licensee response to this violation is not required.
This inspection identified an open item, in that it appears that the latest
vendor technical manual instructions are not always reviewed and incorporated
into applicable site instructions and procedures in a timely manner. This
area appears to require some additional management attention.
In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosure
will be placed in the NRC Public Document Room.
