Dear Mr. Hairston:

SdBJECT: TEMPORARY WAIVER OF COMPLIANCE V0GTLE ELECTRIC GENERATING. PLANT, (VEGP) UNITS 1 AND 2

+

By letter dated May 25, 1990, you requested an emergency Techriical/ Specification (TS) change to enable the high jacket water temperature trip on the-VEGP 3

emergency diesel generators (EDGs) to be bypassed in order to minimize the.

potential forfspurious EDG trips.in the: emergency: start mode.- The. request..

i results from your desire to install;a modification = to' add ' isolation valvesiin the instrument tubing between the EDG high jacket water temperature elements-E and the local EDG control panel that will manually bypass the high jacket water' temperature trip for all emergency sti.rt signals.

Currently TS 4.8.1.1.2h(6)(c)' requires that on a' loss of voltage on the-emergency bus in conjunction with= a xsafety injection actuation; signal that the non-essential L

EDGtripsbeverifiedasbypassedandthatthefoures'entialitrips:

engine s

overspeed,. low tube-oil pressure, high jacket waterJtemperature and generator differential, not be bypassed.. Your emergency' TS-request would> allow thel high jacket' water temperature trip te be bypassed"in addition to the other non-:

essential trips.

Your request includes yourianalysis and~ justification.as to r

why this proposed: change does, not involve a significant hazards-consideration.-

We have reviewed your request and the supporting analysis and find'them accept-able. Accordingly, this letter confirms the verbal granting on May 25 1990 of a temporary waiver of compliance from the requirement.of TS 4.8.1.1.2h(6)(c)
