.1990 Objectives 2.0 SCOPE AND OBJECTIVES 2.1 SCOPE I
The Cooper Nuclear Station (CNS) 1990 Emergency Exercise Program will l
test and provide the opportunity to evaluate Nebraska Public Power District's (NPPD) emergency plan' and procedures. It will also test the emergency-response organization's ability to assess and respond to emergency conditions-I and co-ordinate efforts with other agencies for protection of the health and '
i safety of the public.

'Ite scenario will depict a simulated sequence of events, resulting in sufficiently degraded conditions to ' warrant the mobilization of the NPPD emergency response organization. - The Exercise will have full participation 3
by the NPPD emergency response organization. Whenever practical, the exercise will incorporate provisions for " free play" on the part of the participants.
2.2 ONSITE OBJECTIVES The Cooper Nuclear Station (CNS) 1990 Emergency Preparedness Exercise Program objectives are based on the Nuclear Regulatory Commission (NRC)'
requirements delineated in 10CFR50.47 and 10CFR50 Appendix E.
Additional guidance provided in NUREG-0654, and FEMA-REP-1 revision 1, NUREG 0696, and NUREG-0737 supplement 1 was-also utilized in i
l developing these objectives.
The major objective of the exercise is to evaluate the integrated capability of a major portion of the basic elements existing within the onsite and offsite emergency plans and participating emergency response organizations. The specific objectives of the exercise to be demonstrated are listed belew, j

Demonstrate facility management and control as evidenced by close coordination with staff and supporting Emergency Response Facilities.

Demonstrate analysis of plant conditions and corrective actions, by proper and-timely use of appropriate procedures.

Demonstrate detection and classification of emergency events by proper use of EPIP 5.7.1, " Emergency Classification".
4.
Demonstrate the ability to _make protective action recommendations to offsite authorities using the EPA Protective Action Guides (PAGs) as guidance or plant conditions, by proper use of Protective Action Recommendations on notification forms.
5.
Demonstrate the initial notification of Federal, State, local, corporate, and plant emergency personnel, according to procedure.

Demonstrate activation of the Technical Support Center (TSC) within 60 minutes of the declaration of an Alert or higher classification.

Demonstrate accident assessment and classification as evidenced by multi discipline input to classification process.

Demonstrate the ability to perform dose assessment, if applicable.
