ENVIRONMENTAL OUALIFICATION PROGRAM PAGE -2 0F 7 1.0 PURPOSE This procedure describes the Environmental Qualification (EQ) 1.1 Program to be implemented in the defueled mode.

2.0 SCOPE 2.1 This procedure applies to all EQ items identified in the Master Equipment List (MEL). These items are identified by the letter "H" in the "ENVIRONQ" block of MEL data base. This procedure replaces RSAP-0313 until such time as the decision is made to restart Rancho Seco.

3.0 If4tig1 CAL JUSTIFICATION 3.1 Plant Status 3.1.1 Rancho Seco is defueled with all fuel in the Spent Fuel Pool Building.

3.1.2 -

The District does not intend to resume power operation at Rancho Seco.

3.2-Desian Basis-3. 2.,1 Design basis accidents for Rancho Seco in the defueled condition are all associated with loss of fuel pool water inventory or with fuel handling.

In accordance with Reference 4.1.30, the accidents mentioned in the preceding sentence do not create a harsh environment, as defined in Reference 4.1.1.

5.0 DEFINITIONS 5.1 Environmental Oualification (EO) - The generation and maintenance of objective evidence, as required by 10 CFR 50.49, which assures that EQ equipment will function in accordance with its performance requirements during and following design basis events.

(temperature, pressure, humidity, radiation, chemical spray and submergence) in the plant areas resulting from the entire spectrum of loss of coolant accidents-(LOCA) and high energy line break.

environment areas.

5.3 Master Eauioment List (MEL) - The Master Equipment List data base within the computerized NUCLEIS system. All equipment included in the scope of the EQ Program are designed on MEL by an "H" in the ENVIRONQ data field in accordance with RSAP-0306, Data Control for the Master Equipment List.

5.4 Maintenance and Reolacement Schedule.Summarv (MARSS) - Auditable files that prescribe periodic preventive maintenance actions, whole component and/or parts replacement intervals which are specifically required to maintain the qualified status of EQ equipment and preclude age-related common mode failures. MARSS also prescribe functional monitoring actions to detect premature degradation of EQ equipment.

MARSS requirements are based on evaluations of qualification test / materials data and qualification-related vendor maintenance recommendations as documented in the EQ engineering report files.

l 5.5.1 Auditable files that specify detailed requirements and information for the selection and procurement of qualification-related replacement parts identified in the associated Maintenance and Replacement Schedule Summary (MARSS) file.

5.5.2 EQ-related parts information and requirements are provided in the EQSPFs to assure that when they are installed, the equipment will perform its intended safety function during normal plant operation and postulated accident conditions.

5.6 Status 24 Hork Reauest - Hork Control System (HCS) Status Code 24 assigned by Maintenance Planning to preventive maintenance and non-SSEM corrective maintenance work requests for EQ equipment via the HCS system on NUCLEIS. Status Code 24 is a pre-work hold point in the processing of such work requests (hrs) which can be cleared only by the EQ Coordinator, or' authorized designees, upon their approval of the HR planning data.

5.7 Status 86 Work Reauest - Status Code 86 assigned by Maintenance Planning to all preventive and corrective maintenance work requests (including SSEMs) for EQ equipment after the HR work history has been input to the HCS system on NUCLEIS.

Status Code 86 is a time-limited post-work hold point which allows for EQ Coordinator l-review of actual work performed on EQ equipment.

All EQ active files undergoing revision, including EQ component files, MARSS files and Spare Parts files, were archived with an archive sheet filled out for each such file.

7.2 ~Any replacement of an EQ item will be reviewed from an EQ q

standpoint per TSAP-4411.

If the EQ requirements cannot be met, work may proceed without adhering to EQ requirements. However, PDQs will be generated in accordance with Reference 4.1.14 and as

.follows:

7.2.1 In " Disposition" block (block no. 22), " Accept-As-Is" and

" Replace" will be checked for the disposition of P0Qs.

4 7.2.2 In addition to the information required by " Problem Analysis and Resolution" block (block no. 25), it will-contain the following statements:

" Accept-As-Is" disposition applies to the present defueled plant condition only.

" Replace" disposition means long term action required.

7.2.3 Based upon the technical justification contained in Section 3.0 of this procedure and the long term " Replace" disposition criteria stated in Section 7.2.2.2 above, Design Basis Reports and 10 CFR 50.59 reviews are not required in support of the disposition of PDQs.

7.3 In addition to the actions described in Section 7.2 above, an asterisk (*) will be inserted after "H" of ENVIRONQ block of MEL data base.

i The implementation of the actions described in Sections 7.2 and 7.3 of this procedure will ensure that the configuration control is maintaned adequately during the plant defueled mode.

........................L 7.4 Work request with Status Code 24 (meant for performing on-line approval of EQ work request prior to physical work) for EQ items will be reviewed from EQ standpoint per TSAP-4411.

ENVIRONMENTAL OUALIFICATION PROGRAM PAGE 7 0F 7 7.5 The post-work review of Status Code 86 (meant for turning over EQ work request packages to Records Management) are not being performed currently. 'All such work requests will be reviewed from EQ standpoint, if the plant is restarted.

7.6 EQ review on procurement activities on EQ items will not be performed.

1 7.7 EQ configuration in MEL data base will be maintained as part of configuration control per TSAP-4413.

8.0 RECORDS The following individual / packaged documents and copies of any related correspondence completed as a result of the performance or implementation of this procedure are records. They shall be transmitted to Records Management in accordance with RSAP-0601, Nuclear Records Management.
