' Pursuant to.the provisions of 10 CFR 50.49(a), the~ District established a 1

. comprehensive program for qualifying electrical equipment immrtant to 1

safety.

The program is described in Rancho Seco Administrative Procedure si RSAP-0313; Equipment covered by-the program. includes both safety related and non-safety related equipment that is relied upon to remain functional during

-the design basis events to ensure:

The integrity of the Reactor Coolant System,.

J, The. capability to shut down the reactor and maintain it in a safe shutdown condition,-and

  • L Th; capability to prevent or mitigate the consequences of accidents that~.could-result in potential offsite exposures comparable to the 10 CFR 100 guidelines.

Design basis accidents for a nuclear facility in a defueled condition are~all associated with loss of fuel pool. water inventory or with fuel. handling.

As a result, with the exception of the Auxiliary Steam System (used for heating and radwaste processing) plant energy sources capable of producing harsh environments have been de-energized.

In addition, our evaluation has concluded that a line break in the Auxiliary Steam System cannot cdversly affect our ability to maintain Spent Fuel Pool cooling water level and temperature.

Further analyses have concluded that in our present mode, no postulated event can result in offsite exposures comparable to 10 CFR 100 guidelines.

Based on the above, the District has modified its EQ program to suit present plant conditions.. He have issued a new implementing procedure (which included a 10 CFR 50.59 determination), Technical Services Administrative Procedure TSAP-4400 (attached).

In general, TSAP-4400 allows the deferral of EQ related preventive maintenance tasks, and the use of non-EQ parts in what were previously deemed to be EQ application.

-Specific elements included in TSAP-4400 include:

Recognition that the program described in RSAP-0313 has been inactivated, Technical justification for the inactivation of RSAP-0313, The process by which EQ-related preventive maintanance tasks can be deferred, documented, and tracked, and The process by which EQ parts can be replaced by non-EQ parts, a

documented, and tracked.

He consider these actions to be prudent. Our EQ program has merely been modified to suit plant conditions.

Plant configuration is being maintained and no irreversible action has been or will be taken until such time es the NRC grants. specific relief or authorized decommissioning.
