James Wiggins, Wayne Hodges and Curtis Cowgill? off this office, Mr.: Jack Roe _of-toe Office of Nuclear Reactor Reg'ulation and Mr. Larry Nicholson, the' Senior O sident Inspector at Calvert Cliffs, on-May 5, 1990. Af ter careful consideration of your request, I concluded that:...(1) theLintent of the proposed use of #11' salt water header. was to maintain the ca.pability of decay heat removal; (2) the probability-of a -significant increase in leakage -i from #11 salt water header was slight; and, (3) the relief generated.would not 1 4 - put the plant in an unsafe condition based on decay heat: considerations. To maintain #12 Heat t ' Exchanger's capacity, cleaning must presently be perform expected to be required again on the morning of May 6,1990. j i: J While thh cicaning is performed, SW Header #12 will be inoperable for a period of betwxn tw y four hours. - 11 to be placed into senice to provide a decay beat rernoval function for a short period o v,hile the redundaut train is taken out of senice for required cleaning. Without a waiver, Saltwate Header #11 would not be returned to service and Saltwater Hesder #12 w until it was either removed from senice for cleaning or until Dow us degraded due to the point where its beat removal functica was jeopardized. In citber case, there wou time when the decay heat removal function was not being satisfied.

- operation Saltwater Mcader #12 that will follow this cleaning, the leak in Saltwater Header #11 wiu j be repaired. s i BASIS FOR CONCLUSION THAT THE WAIVER DOES NOT CONSTITUTE A SIGNIFICANTl HAZARDS CONSIDERADON r This waiver would not involw a significant increase in the probability or consequences of an accident .[ previously evaluated. The accident of concern is a loss of decay beat removal capability. This waiver i would prmide lacreased assurance that adequate decay beat removal capability,will be avauable,' considering the need to periodically remove one train-of the Saltwater System from service for j mquired cleaning. This waiver would not create the possibility of a new or different kind of accident from'any accident. 1 previously evaluated because no new c5 ulpment is being added not is any existing uipment being-1- inodified. Operation of Saltwater Header #12 with a leak does not create tbc posu ility of a new accident. Excessive leakage or rupture of a Saltwater System Headcr was previously evaluated in'the 1 Updated Final Safety Analysis Report regarding the capabuity of the. system to support the_ decay heat removal function. nis waiver would not imolve a significant reduction in a margin of safety. Given the special' circumstances that presently existi this waiver would provide for an increased margin of safety over that presently provided for in the Technical Spifications by allowing the use of Saltwater Header

BASIS FOR CONCLUSION THAT THIS WAIVER WOULD NOT INVOINE IRRf'VERSIBLE ENVIRONMENTAL CONSEQUENCES - l t This wahur, if panted,_would involve a change in a requirement with sespect to the use of plant-l companents within the restricted areas as detned in 10 CFR 20. However, this change 'would not i 1 inmive an incresae in the amounts or types of effluents that may be released off site, not win there 1 by any increase in individual or cumulative occupational radiation exposure.
