This letter refers to the routine' physical security inspection conducted by.
Messrs. T. W. Dexter and A. Della Ratta of this office on March 26-30, 1990, of
activities authorized by NRC License Nos. DRP-44 and DPR-56'at the Peach Bottom
.
Atomic Power Station (PBAPS), Delta, Pennsylvania and to the discussions of our-

findings held by Mr. Dexter with Mr. John Franz, Plant Manager, PBAPS, and

members of his-staff.
Areas exarrined during this inspection are described in the NRC Region I
!
Inspection Report' which is enclosed with this letter. Within these areas, the
' inspection consisted of. selective examinations of procedures and representative
records, interviews with personnel, and observations by the inspector.

Based on the-results of this inspection, it appears that one of your activities

was not conducted in full compliance with-NRC requirements, as set forth in
a'
Notice.of Violation, enclosed he'rewith as Appendix A.
This violation has been
categorized by severity level in accordance with the " General Statement of

Policy and Procedure for NRC Enforcement Actions," 10 CFR 2,' Appendix C,
(Enforcement-Policy). .You are required to respond to this letter, and in
preparing your response, you should- follow the instructions in Appendix A.

A paragraph.in the enclosed inspection report contains details of your security
. program that have been determined to be exempt from public disclosure in
accordance with 10 CFR 73.21.(Safeguards Information). Therefore, it will not
be placed in the NRC Public Document Room and will receive limited distri-
'bution.. This letter and the remainder of the inspection report will be placed
in the Public Document Room, in accordance with 10 CFR 2.790(a).
