Description of Change; i
. Ten *n ee Valley Authority proposes-to modify the'Sequoyah Nuclear Plant (E4NJ Jnits 1 and 2 Technica1' Specifications (TSs) to revise Table 3.3-11 te reflect the planned addition during the Cycle 4 refueling outages of two smoke detectors in each unit's volume control tank room.
Reason for Change To provide redundant fire protection, TVA is installing two photoelectric-smoke detectors in the volume control tank room entry labyrinth of.each unit. The modification will' provide detectors cross-zoned in the same area so that the failure of one smoke detector will not result in a loss of fire detection capability in the volume. control' tank room entry labyrinth.. The two detectors are being added to the appropriate TS tables.
t Justification for Change The SQN TSs contain surveillance requirements for fire detection instrumentation that protects safety-related equipment.- 'Since the additional smoke detectors in the' volume control tank rooms meet this' i
criteria, they are being included in the TSs.
The proposed change is,a conservative addition to the TSs.
Environmental Impact Evaluation i
The proposed change request does not involve en unreviewed environmental question because operation of SQN Units 1 and 2 in accordance-with this change would not:
1.
Result in.a significant increase in any adverse environmental impact I
previously evaluated in the Final Environmental Statement (FES) as modified by the Staff's testimony to the Atomic Safety and Licensing Board, supplements to the FES, environmental impact appraisals, or decisions of the Atomic Safety and Licensing Board.~
2.
Result in a significant change in effluents or-power levels.
3.
Result in matters not previously reviewed in the licensing. basis for SQN that may have a significant environmental impact.

TVA has evaluated the proposed TS change and has determined that it does
.not represent a significant hazarda consideration based on criteria j
established'in 10 CFR 50.92(c). Operation of SQN in accordance with the j
proposed amendment will not:
l (1) Involve a significant increase in the probability or consequences.of f
an accident previously evaluated.
The proposed addition of the two smoke detectors in each unit's TSs is a conservative change. The installation of the detectors will provide redundant fire detection in the volume control tank rooms' entry labyrinths. The change-therefore, does not significantly increase the probability 'or consequences of a previously evaluated accident.
(2) Create the possibility of a now or different kind of accident fro:a any previously. analyzed.
The proposed addition of the two smoke detectors is an appropria e-change to each unit's TS. -The modifications are a net safety _
enhancement to SQN.and they meet the criteria of TS inclusion for fire detection instrumentation that protects safety-related.
