1.
The Nuclear Regulatory Comission (the Comission) has found that:
A.
The application for amendment filed by the University of Washington (thelicensee),datedAugust3,1989,assupplementedonAugust23, 1989, complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Comission's regu-lations as set forth in 10 CFR Chapter Il B.
The facility will operate in conformity with the ap>11 cation, the provisions of the Act, and the regulations of tie Comission; C.
There is reasonable assurance:
(i)thattheactivitiesauthorized by this amendment can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliance with the Comission's regulations set forth j
in 10 CFR Chapter I; D.
The issuance of this amendment will not be inimical to the comon l
defense and security or to the health and safety of the public; l
E.
The issuance of this amendment is in accordance with 10 CFR Part 51 L
of the Comission's regulations and all applicable requirements have I
been satisfied; and F.
Priornoticeofthisamendmentwasnotrequiredby10CFR2.105(a)(4) and publication of notice of this amendment is not required by 10 CFR 2.106(a)(2).

Accordingly, the license is amended by changes to the Technical Specifications as indicated in the enclosure to this license amendment, and paragraph 4.B of License No. R-73 is hereby amended to read as follows:
B.
Technical Specificatio,n_ss The Technical Specifications contained in Appendix A, as revised through Amendment No. 15, are hereby incorporated in the license.
The licensee shall operate the facility in accordance with the Technical Specifications, f8f0$0$$k6000039 PDC.

Accordingly, the license is amended by deleting license condition 3.3.B in its entirety. Possession of special nuclear material is no longer permitted by this license.

- Accordingly, the license is amended by deleting license condition 4.4.D which eliminates the need for a physical security plan.
5.
This license amendment is effective as of the date of issuance.

Reactor Facility Description i

The reactor shall be housed in the Nuclear Reactor Building located in the southeast portion of the University of Washington campus at goattle, Washington.

The restricted area shall encompass the control room, the reactor roos and associated f acilities, and, if necessary, l
the plana surrounding the reactor room. When the plasa is included in the restricted eras, it shall be roped off, posted in a conspicuous manner, and kept under sur-I veillance to prevent public entry.

rest of the reactor butiding and shall have an independ-ently controlled heating and ventilation systes.

All neutron activated air shall be monitored for gaseous activity and mixed with approximately 10,000 cfm of air drawn from outside of the reactor prior to being l
discharged to the environa via a common exhaust duct.

A dilution factor of 45 may be used to calculate radio-active gaseous af fluent concentrations at points of unrestricted access outside the reactor building.
4.
In the event that the limits of 10 CFR 20 are exceeded in the stack after application of the dilution factor, the reactor shall be shut down and the ventilation system secured.
5.
The 3-tor bridge crane shall not be used in such a way that the control blade drive units could suffer damage by dropping or swinging a load.
6.
All doors leading into the reactor room shall be under a lock security system.
7.
Access to the reactor room during working hours wil1 be controlled by the Director of the facility or his designee. The entrance doors to the reactor room will be locked during non-working hours.
