I have reviewed the planned moope of the proposed technical position and have the following on==aats for your consideration in preparing a Branch response.

1.

An additional reason for ooordinating the design of the ESF with that of the repository is related to radiation safety considerations in the proclosure 3diame. Part 80.131(a) requires that the SIDA "...shall be designed to maintain... concentrations of radioactive material in air in restricted areas within the limits specified in Part 20...

In order to design for this requirement, all points of air intake (including the air intake through the ESF) and exhaust feca the workspaces and emplacement areas in the GIQA must be anticipated in the design.

l 2.

Some consideration to may be needed in topic (s) with respect to the relationably of the performance objectives in 10 CFR 80.111(a) to the major desian features (perhaps the filters for intake air in the ventilation l

system) that any be important to safety in the pesclosure phase of the GI04.

3.

Section 4, Role of TP in License Review Process might need to include some reason why a technical position is preferable to a regulatory guide for this task.
