J. trait SUBJECI: Review of prorosed TP on ESF Design Per your request I have reviewed the scope on the proposed technical position.
In general there appears to be two major areas of concern; what is needed for characterization, and what is needed for licensing of the repository.
In my opinion, it is impossible to coordinate the ESF design with the repository design simply because the ESF will be obtaining data to help in the overall design of the repository.
It may be possible to provide provisions for incorporation of the ESP into the repository design, however in the true sense of the word, coordination of two different activities (ESF design and retository design) which will be undertaken in two different time frames can not be accomplished. While this may appear to be an argument in semantics of the title I am concerned that there has not been a clear distinction made as to what can be accomplished with the present limited data base and what is expected of the ESF during site characterization versus what will be able to be accomplished with the data base after site characterization and what will be expected of this limited part of the repository during operation and closure.
The Engineers have raised many valid concerns which should be pursued. After review of the document I am not sure, however, if the concerns would be best addressed in a TP two TPs, in the F&SC and RG, or in letters and interchanges with the DOE.
I would suggest that they be allowed to initiate we on this proIosed TP and after the concerns have been better enumerated 6 ioa on the best course of action. This is in line with the present guidando on preparation of technical positions.
