REVIEW OF OWNERS GROUP IMPROVED TECHNICAL SPECIFICATIONS On August 22, 1969, R. Hermann, W. Koo, T. McLellan and J. Tsao of sv staff discussed with you, D. Fischer and N. Gilles of your staff on issues in the DSER input that we sent to you.

- BWR Owners Group le. proved Technical Specifications:
DSER input.* July 26, 1989 The fo11 ewing are conclusions that were reached on each of the issues at the meeting:
1.
Surveillance Requirements (SR) 3.0.5 The paragraph that relates the inservice inspection program to Generic Letter 88 01 requirer.ents will be added to SR 3.0.5 of the BWR Standard TechnicalSpecificaticos(STS). The licensee's individual ISI and IST programs will describe how relief from the ASME Code will be obtained.
The staf f will review and approve the licentees' programs.
SR 3.0.5 will be relocated to the Acministrative Controls section of the STS.

pressure-Temperature Limits EMCB concluded that the pressure-temperature (PT) lir.it curves may be re.
located outside of the STS and placed in a PT lisiits report. However, any change to the PT limits specifications should be submitted to the Corrrr.issien for approval prior to implementation. This issue involves the Westinghouse, i
B&W, and BWR Owners groups. The CE Owners group has proposed to retain the existing PT limits in the Revised STS.
3.
RCS - Structural Integrity The RCS Structural Integrity including the action statements in the current STS will be relocated to the Administrative Control section of the irnproved STS. This issue involves all four Owners groups.
4 3.3.4.1 Leakage Detection System EMCB proposed to add the manual monitoring system using the sump purnp in the ACTION section. TSB understood the intent but may change the language of EMCB proposed ACTION statements and will discuss this % sue with the BWR Owners group.
This issue involves only the BWR Owners group.
