The-licensee's response is documented in its letters dated July 29, 1988, June 15, 1989, and July 31, 1989.

The staff's Safety Evaluation (SE) is enclosed. The staff finds that the licensee's response is acceptable, with the exception of the following:

The licensee's position not to amend the Technical Specification (TS) to include a statement on ISI as required by GL-88-01.

The licensee's position not to amend the TS to include limiting the increase in leakage to 2 gpm over a 24 period as required by GL-88-01.

I T.Colburn The licensee's position not to accept operability of monitoring instrurents requirements outlined in GL-88-01.

For discussion of these items see section 3.0, attached TER of the enclosed SE.

In addition, the licensee proposed to monitor leakage every eight hours instead of every four hours as required by GL-86-01. However, after discussions with several BWR operators the staff concluded that monitoring every four hours creates an unnecessary administrative hardship to plant operators. Thus, RCS leakage measurements may be taken every eight hours instead of every four hours required in GL-88-01.

For your information a meeting was held on August 22, 1989, between the EMCB and Technical Specification Branch staff to discuss the changes relative to GL-88-01 that would be included in the BWR Improved Standard TS.

It was agreed that the proposed Improved Standard TS for BWR plants would incorporate the staff's positions in GL-88-01 with regard to TS changes with the exception that leakage was to be monitored every eight hours. A copy of the understanding between the branches is included.

This SE precludes the necessity for the licensee to submit IGSCC inspection plans for each future outage. The inspection plans were submitted in the licensee's GL-88-01 response and the requirements of GL-88-01 will be incorporated in the improved Standard TS for BWRs. However, if flaws are found that do not neet Paragraph IWB-3500 criteria of Section XI of the Code for continued operation without evaluation, the evaluations and repairs of the flaws should be submitted to the NRC for review prior to start-up.

GL-88-01 requested the licensees' to incorporate the leak detection and piping ISI requirements in the TS. The scope of the enclosed SE did not include the review of the TS amendment package. Therefore, the PM should follow up on the matter by taking separate actions to ensure that the licensee has submitted the TS Amendement pakage, the package is pro >erly reviewed and processed.

EMCB would provide technical assistance in t1e review of TS changes when requested.
