Dear Mr. Denton:

On April 22, 1981, South Carolina Electric & Gas Company (SCE&G) submitted information to the NRC on the Emergency Plan.

One of the items discussed in the letter was staffing requirements as outlined in NUREG-0654. This response is to provide information and basis for our position on this emergency plan item.

The Radiation Emergency Plan for Virgil C. Summer Nuclear Station identifies a total of six (6) personnel responding to an emergency within the thirty (30) minute capability criteria described in NUREG-0654.

In addition, the Summer Emergency Plan identifies a total of four (4) personnel responding to an emergency within forty (40) minutes. The combination of these two totals provides ten (10) personnel responding to an emergency at the Summer Station in a total of forty (40) minutes.

SCE&G investigated the residence locations and response times of essential emergency personnel as identified by position title or expertise in NUREG-0654.

The results of this investigation were utilized in the development of the personnel response capability discussed in the previous paragraph. To accomplish the thirty (30) minute response capability discussed in NUREG-0654, SCE&G would have to relocate or hire additional company personnel.

Based on the fact that, (1) ten (10) additional personnel can respond to an emergency within forty minutes; and, (2) the additional personnel are adequate in 7

j providing assistance to the on-shift personnel in an emergency condition, SCE&G submits our position in the area of staffing requirements for emergency conditions and requests NRC staff acceptance.
