SOUTH TEXAS VISIT On December 13, 1981 Commissioner Gilinsky and I toured the South Texas Project with Shannon Phillips, the NRC Resident Inspector, Jerry Goldberg, Houston Lighting and Power's Vice President for Engineering and Construction, George Oprea, HL&P's Executive Vice President and Jim Williams, HL&P's Senior Site Manager.
The tour began between Units 1 and 2 near the excavation of the piping for the emergency service water system.
This work was required because-radiographs showed imperfections in the welds at several joints in the pipes.
We then proceeded to the Unit 1 containment building and walked from the under vessel area to the refueling floor.
Mr. Goldberg pointed out the samples taken of the containment's concrete wall to verify its material properties.
We also discussed the HL&P's preventive maintenance program for the reactor coolant system.
We continued the tour taking an elevator to the top of the outside of the containment and walked around the containment's dome.
Mr. Goldberg pointed out the auxiliary building for both units, the emergency' cooling pond and the turbine deck for Unit 1.
After returning to the ground level, we walked through the cable spreading room, the control room, and portions of the turbine building.
This completed the tour of Unit 1.
We drove to the Unit 2 containment building and briefly walked around the inside.
The status of construction was discussed.
The rest of the. tour consisted of driving to the main cooling ponds, a major equipment laydown area and one of the warehouses.
Mr. Williams opened the warehouse and while touring inside we discussed the methods for equipement inventory and maintenance.

on the day following the tour,'.ommissioner Gilinsky and I met with various people from HL&P and NRC at the Regional Headquarters in Arlington, Texas.
The subject of the meeting was the status of turnover from Brown and Root to Bechtel.
The people attending are listed in the attachment.
The details of the transistion program were presented by both Bechtel and HL&P.
HL&P has directed Bechtel to make a major effort to " benchmark" the project to determine the exact state of construction, engineering and quality assurance.
According to HL&P and Bechtel, Brown and Root has shown no reluctance to share information with Bechtel.
The transition has been divided into 150 technical tasks and 50 cost or procurement tasks.
Each of the technical tasks is generally associated with a plant system.
Once the exact state of the task is known, Bechtel will assume responsibility for it.
The transition program will also include a review of the Quadrex Report to insure the prob'lems discovered are corrected.
