50-312/81-22 transmitted to the District by letter dated November 5,1981.
The current status of the corrective action for each item in Appendix A of the November 5, 1981, transmittal is discussed.
No discussion is provided for items in Appendix B.
Based upon the Emergency Preparedness Implementation Appraisal of June 22-26, 1981, and the resulting report, the Emergency Preparedness Coordinator deter-mined that significant changes to the Emergency Plan and Procedures were re-quired to properly correct the deficiencies. Although time was a limiting factor for the completion of all work (i.e., 120 days), quality could not be compromised. Much progress has been made toward the completion of this task, but more time is required to complete it.
The various parts of the Rancho Seco Emergency Plan are enclosed as Attachment 1.
A listing of the Rancho Seco Emergency Plan Procedures by number and title are enclosed as Attachment 2.
All of the existing procedures required extensive revision, so a new procedure format was established to correct many of the ap-praisal deficiencies.
An example of the new procedure format Title Page is en-closed as Attachment 3.
The current status and scheduled completion of the re-vision to the Emergency Plan are enclosed as Attachment 4, and to the Procedures ~
as Attachment 5.
A discussion for each item listed in Appendix A of the Novem.

Job description for all District positions which have major assignments in the Emergency Plan Organization are now on file with the Emergency Preparedness Coordinator (EPC).
Thi s was completed in November,1981.
2 Procedures AP 501 through AP 505 were revised to make them more applicable to the duties and responsibilities of the Emergency Coordinator (EC).
These procedures were submitted to the PRC in December,1981.
3 A significant ruvision to AP 500 Section 5.0 to make a change to the Emergency Plan Organization and to include a discussion of each position's duties and responsibilities.
Thi s section was submitted to the PRC in December,1981.
AP 540 was established to provide the E'aergency Plan Organization positions (other than the EC) a procedure that identifies their duties, msponsibilities, and actions.
Thi s procedure will be submitted to the PRC in January,1982.
4 The Ra tcho Seco Offsite Emergency Response Plan Agency Planning Team and District Consumer Relations staff have beer, working closely in developing a Public Information Brochure.
This brochum is now in rough draf t and awaiting comments from the Planning Team.
5 Procedure AP 569 was established to handle the District's initial activities with the media until the Media Center is activated.
Thi s procedure was approved by the PRC Noveraber 10. 1981.
6 The TSC will be mdefined in AP 500 Section 7.0.
This section will be submitted to the PRC in January,1982.
7 The Operation Support Center will be mnamed the H.P. Staging Are a.
The Plant Assembly Point will continue to be called the Plant Assembly Point but will include a "(0perational Support Center)" immediately following. These changes will be made to AP 500 Section 7.0.
The Elaergency Plan Procedures will make no reference to an Operational Support Center.
AP 500 Section 7.0 will be submitted to the PRC in January,1982.
8 The AP 550 series procedures will include the appropriate mferences to the keys under the control of the Shift Supervisor.
These procedums will be submitted to the FjC in January,1982.

Discussion 9
Equipment is now available at the Plant Assembly Point that will allow the onsite and offsite radiological survey teams to perfona their duties, including airborne radioiodine sampling.
10 The site meteorological tower has now been reinstrumented.
A calibration and preventative maintenance program for the meteorological instrumentation, including the sensors has been established with a frequency of at least once per quarter.
11 By procedure (SDP 9-1), the District Dispatcher now notifies the Rancho Seco Control Room of severe environmental conditions.
12 The coamunication system to the counties' 24-hour comunications center continues to be tested monthly. The scope of the comunication drill will be mom clearly defined in AP 581.01.
This procedure is approved by the PRC.
13 AP 500, Section 6 is being revised to show that the responsibility for collection and analysis of environmental samples has been given to the State of California ano the Counties. The District will perfona offsite radiological surveys on a pmdetennined mute which covers roughly a two-mile radius circle around the site.
The District survey team will return to the site after the County survey teams are operational.
The District will continue to perfom its nonnal Environmental Sampling Pmgram throughout the emergency.
This section change will be submitted to the PRC in January, 1982.
14 AP 507 and AP 508 are being revised to make them complete without mfemnce to other pmcedums.
These procedures will be submitted to the PRC in January,1982.
15 The inconsistencies in allowable radiation exposure guidance contained in AP 500, Section 6.0, and various procedums are being removed.
This section and the procedures will be submitted to the PRC in Janua ry, 1982.
16 Appropriate procedural precautions to provide radiation exposure warnings are being included in the appropriate procedures.
These procedures will be submitted to the PRC in January,1982.
17 A meeting was held in September,1981 between the EPC, a representative from State OES, and the Counties to discuss traini ng.
The Counties have now shifted the major Exercise date to June 23, 1982.
No training schedule now exists.

The AP 580 series procedures implement the Emergency Plan Maintenance p rog ram.
This section and the procedures were submitted to the PRC in December,1981 and all approved with comment (except AP_583).
AP 583 will be resubmitted to the PRC in January,1982.
