Emergency Preparedness Appraisal, Confirmation of Actions Being Taken On Significant Findings During the period June 22-26, 1981, representatives of the NRC's Office of Inspection and Enforcement conducted an onsite appraisal of your state of emergency preparedness at RarSho Seco. A preliminary discussion of the appraisal findings was held at the Rancho Seco site on July 2,1981. On August 26, 1981, Mr. George Spencer, Director Division of Technical Inspection, Region V, and other members of nty staff met with Mr. John Mattimoe and others of the Sacramento Municipal Utility District staff to discuss the more significant weaknesses identified during the appraisal and possible corrective actions that can be taken.
Based upon the August 26 disct.ssion, it is our understanding that you will take the corrective actions described in the enclosure to this letter. The times expected for completion of these corrective actions have also been stated in the enclosure.
If our understanding of the actions as described in the enclosure are not correct, you should contact this office promptly.

4 ENCLOSURE Item 1 Job descriptions will be used as selection criteria for the primary functions in the onsite and offsite emergency organization.
For those primary functions where a related job description does not exist or is inadequate, new job descriptions will be established or old ones will be appropriately modified.
The new job descriptions or proposed modifications will be in draft form by l
January 1, 1982.

The existing Emergency Plan Implementing Procedures (EPIP) related tu the l
Emergency Coordinator (EC) will be revised to make them more applicable to l
the EC responsibilities.

Procedures will be generated for those key emergency organization positions l
where none presently exist.
Such procedures (identifying responsibilities, l
authorities and actions) will be similar to those for the EC.
These new procedures will be completed by January 1, 1982.
Item 4 Written material intended to inform the public within the plume exposure EPZ about radiation and emergency planning at Rancho Seco, including methods of notification and protective measures, will be prepared in final form and made available to the public.
l This action is to be completed 45 days after the three County Boards (Sacramento, Amador, and San Joaquin) have approved their emergency plans.

Item 6 The present (interim) Technical Support' Center will be redefined in the Emergency Plan so as to include the Computer Room, located adjacent to the Control Room.

Tne Operations Support Center will be redefine 3 in the Emergency Plan to include the onsite site assembly area.*
This chance in the Emergency' Plan will be completed by January 1; 1982.
Item 8 The Shift Supervisor now has keys to the Herald (offsite) Reassembly Point and SMUD equipment lockers stored at that location.
Procedures will be modified to show the Shif t Supervisor control of these keys.
The changes to the procedures will be completed by January 1,1982.
Item 9 The equipment and instruments stored at the Assembly Points will be expanded to assure p.,rsonnel using them will be able to perform the various onsite and offsite surveys, including airborne sampling for radioiodine.
Instruments and equipment that have been recently eceived will be placud at the Assembly Points within 30 days.
Purchase orders for odditional equipment and instruments will be issued as soon as possible and no later than January 1, 1982.
Item 10 New sensors are being installed on the meteorological tower by a contractor.
Such installation will assure that temperature probes are not affected by direct sun exposure and wind speed and direction sensors will be positioned so as to be minimally affected by the tower. A calibration and preventative naintenance program for the noteorological instrumentatio., including the sensors, will be established with a frequency of at least once eve.3 three months.
The new sensors will be installed and operational by November 1,190i.
The calibration and preventative maintenance will be established by January 1, 1982.
Item 11 By procedure, the SMUD dispatcher will be required to notify Rancho Seco of severe environmental conditions (e.g., high winds or electrical storms) that may affect emergency responses following the declaration of n emergency condition.
The required procedural change will be completed by January 1,1982.
Item 12 The communications system described in the Emergency Pian will be tested on a monthly frequency to assure operability.
The surveillance procedure for this testing nas already been established and the first such test performed.

Item 16 Those EPIP's that would involve personnel working in very high levels of radiation during an emergency will be reviewed and appropriate modifications made to assure that appropriate procedural precautions exist to provide warnings related to exposure control.

Item 17 The training described in Section 8.1.1 of the Emergency Plan will be provided to the ! tate and local governments.
A meeting invclving SMUD, California OES and the involved counties will be held in Septenber,1981. This meeting will result in the establishment of the training to be provided by SMUD and a -schedule for the presentation of such training.
