By letter dated flarch 11, 1982, you proposed a plan for the restart of McGuire Unit 1 subsequent to your ECT inspection of all flodel D steam generators. Your restart program is an interim one until you subait a detailed report describing the basis for your continued operational pro-gram for Unit 1 at power levels greater than 50%. Pending our review and approval of your subsequent operation, Unit 1 uould only be operated according to the conditions given in your March 11, 1982, letter, i.e.
essentially at a power level no higher than 50%.
Based on the information provided in your flarch 11, 1902, letter, we find that your interia plan for operation of ficGuire Unit 1 at 50% power, with the exception of a c4 hour period at 75% power, is acceptabic for a total period no longer than 300 houre. A summary of the results of our review is presented in the enclosure.
The reporting and/or recordkeeping requirements contained in this letter affect fewer than ten respondents; therefore, OMB clearance is not required under P.L.96-511.

\\o REVIEW 0F PROPOSED RESTART OF McGUIRE UrlIT NO. 1 SUBSEQUENT TO ECT INSPECTION OF ALL MODEL D STEN 1 GENERATORS Eddy current inspections perfomed during the current outage at McGuire Unit lio. I have revealed early indications of wear affecting several tubes in the preheater section of one steam generator. Maximum tear indications sere limited to approximately 20% through wall. The licensee plans to submit the detailed inspection results by March 16, 1982. This submittal will include the licensee's plans and justification for cperating the unit for a limited period prior to perfoming the next steam generator inspection.
By letter dated March 11, 1982, Duke Power Company informed the staff of its plans to restart McGuire 1 on March 14, 1982, and to operate at a reduced power le el until such time as the staff has completed its review of the steam generator inspections perfomed during the current outage and its program for continued operation. The plant will be operated at no more than 50% power, i
with the exception of a 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> period during which power will not exceed 75%.
The escalation to 75% power is being performed to collect data as early as possible in view of the possibility that one or more of the internal sensors may fail prematurely due to the environment in the staast generator.
Uc have detemined that the peeposed restart of McGuire 1 subject to the operating limitations specified above is acceptable for the following reasons:

Recent data from internal instrumentation installed in the 1
Almaraz 1 steam generators does not indicate any significant increase in vibration response until the power level has been increased beyond 50%.
Initial results of flow and vibration tests at Westinghouse appear to be consistent with the finding.
2.
McGuire has previously operated for approximately 9 weeks at pover 250%, including approximately two weeks at pover 275%,
approximately 3 days at power 2.90%, and 1 day at 100% power.
Maximum uear indications to date are limited to 20% through wall. Thus, no significant progression of wear is anticipated for the relatively short period of tiae (approximately 10 days) before the staff completes its review of the detailed inspec-tion results and the licensee's plans for operation of McGuire prior to perfoming the next steam generator inspection.
In conclusion, we find that the licensee's plan to restart McGuire on March 14, 1982, subject to the operating limitations proposed in Duke Power's March 11, 1982, submittal, to be acceptable.
