REQUEST FOR ADDITIONAL INFORMATI0ft IflSERVICE INSPECTION PROGRAM PEACH BOTTOM 2 and 3 I
l 1.
Section 1.1, Pg 1-1 (Ref. 4)
References 1 and 2 are inservice inspection (ISI) programs for Units 2 and 3, respectively. Reference 3 serves as a Request for Additional Information for Units 2 and 3.
Reference 4 is the revised ISI program for Unit 2.
The following additional information is requested: (a) Is it intended that Reference 4 also serve as the revised ISI program for Unit 3? (b) If not, does PEC plan to respond to Reference 3 in the form of a revised ISI program for Unit 37 i
i The questions noted below apply to both Units 2 and 3, based on the assump-tion that Reference 4 applies to both Units 2 and 3.
2 Section 2.1, Pg 2-1 (Ref. 4); Item 1, pg 2 (Ref. 3)
The licensee plans to exempt piping containing water, two inches in diameter and smaller, and components and piping containing steam, three inches in diameter and smaller on the basis of makeup capability, per IWB-1220(b).
The following additional information is requested: (a) Pursuant to IWB-1220(b), show that under the postulated conditions of loss of coolant from the component (for which exemption is claimed) during normal reactor operation, the reactor can be shut down and cooled down in an orderly manner assuming makeup is provided by the reactor coolant makeup system only, and the makeup system is using orsite power.
If previously discussed in submittals to NRC, document by reference.
(b) Please identify the comannents and lines and the number of wefds involved in this exemption.
3.
Pg 2-10 (Ref. 4), Relief Request re. Reactor Circulation Pumps Category B-E-2, item B5.7, requires visual examination of the internal pressure boundary surfaces of one pump.
Licensee requests relief as examination is impractical.
The following additional information is requested:
1
o.
__.a.
m __,
.~
(a) Has ultrasonic wall thickness measurement been considered as an alternate examination?
l (b) What are the manufacturer's recommendations regarding the disassembly 4
of the pumps for regular maintenance?
f (c) Based on the industry experience with the pumps, what is the likelihood that the Peach Bottom plant will operate ten years without at least one pump being disassembled in each unit for maintenance?
4.
Pg 2-11 (Ref. 4); Item 3, Pg 2 (Ref. 3), Relief Request re. Class 1 Valves _
Exceeding 4 Inches Category B-M-2, item B6.7, requires visual examination of the internal pressure boundary surfaces of valves. Licensee requests relief as examination is impractical.
The following additional information is requested: (a) Has ultrasonic wall thickness measurement been considered as an alternate examination?
5.
Pg 3-7 (Ref. 4); Relief Request re. Classification of liain Steam Lines Outside the Outermost Containment Isolation Valves Relief is requested from classifying certain main steam lines as ASME Class 2 for purposes of inservice inspection.
The following additional information is requested: (a) Please identify the lines, and list sizes and number of welds involved in this relief request.
(b) Give a more detailed justification for not performing the examination which would be required if lines remained classified as ASME Class 2.
6.
Program Interval Under the change in Regulation 10 CFR 50.55a effective November 1,1979, the ISI program, when finally approved, will cover the last 80 months of the current 10-year inspection interval, i.e., from November 5,1977 to July 5, 1984 for Unit 2 and from April 23, 1978 to December 23, 1984 for Unit 3.
Does this result in any changes PEC wishes to make in the relief requests? Does PEC require other ISI relief?
2
j 6.
Pg 2-2 to 2-9 (Ref. 4); Examinations Planned Section XI code categories are addressed and examinati'ons are briefly discussed. No request for relief is stated (except hydrostatic test);
however, the discussion alludes to certain areas that may not be inspectable to Section XI requirements. If relief is needed, PEC should provide the following additional information: Specific item (s) or weld identification, the requirement from the code <for. which. relief is requested. the justification for not performing the inspection, and the proposed alternate inspection method.
