Dear Mr. Vassallo:

Summary On April 16, 1981, Carolina Power & Light Company (CP&L) sub-mitted a license amendment application to allow modification of the Brunswick Steam Electric Plant (BSEP) spent fuel storage pools for increased storage capacity of spent fuel. The purpose of this letter is to provide you with information in response to Mr. T. A. Ippolito's requests for information dated July 14, 1981 and Nov2mber 3, 1981 and to provide you with additional information in support of our April 16, 1981 submittal.

Discussion In our license amendment request we included a report entitled

" Brunswick Steam Electric Plant Unit Nos. I and 2 Spent Fuel Storage Expansion Report" which identified the proposed modifications to the spent fuel pools, the safety analysis in support of our proposal, and the areas where further analysis and review were ongoing to develop information to be provided to you at a later date. As a result of this additional analysis and review effort, a revision (Revision 1) of the above referenced report has been prepared.

A complete copy of the revised report is provided in Attachment 1.

The report changes have been indicated by vertical lines in the right-hand margins.

The July 14, 1981 letter from Mr. T. A. Ippolito transmitted a request for information consisting of seven items (l. A, B, C, D, E, F, and G).

The responses to these items are provided in Attachment 2. Items 1. A,1.B, I

and 1.C request drawings relating to the spent fuel pool storage modi-fication.

Three copics of the applicable full-size drawings listed in the individual responses are being provided only with the Brunswick NRC Project Manager's copy of this letter.

The November 5,1981 letter from Mr. T. A. Ippolito transtitted a request for information consisting of six items.

The responses to these six items are provided in Attachment 3.

In accordance with Regulatory Guide 1.25, an analysis is being prepared for potential radiological consequences of a fuel-handling accident in the spent fuel storage pool.

Recalculation of this analysis, which was previously made for our September 23, 1976 license amendment submittal for spent fuel pool storage expansion, is necessary because of the increased height of the high density fuel storage modules.

Based on our anticipation of receiving satisfactory results from this analysis, a cha ge to the Brunswick - 1 and Brunswick - 2 Technical Specifications is being prepared which will reduce the minimum water level to be maintained over spent fuel in the pool. Upon satisfactory completion of this accident analysis, the supplemental license amendment request will be submitted.
