This mfers to the routine inspection conducted by Thomas J. Kenny of this

office on January 16, 1982 to February 15, 1982 at Indian Point Huclear

Generating Station, Unit 3 Buchanan, New York, of activities authorized by

HRC License No. DPR-64, and to the discussions of our findings held by Mr.

T. J. Kenny with yourself and other members of your staff at the conclusion

of the inspection.

Areas examined during this inspection are described in the Nuclear Regulatory

Comnission Inspection Report which is enclosed with this letter. Within

these areas, the inspection consisted of selective examinations of pmcedures

and representative records, interviews with personnel, and observations by

the inspector.

Our inspector also verified the steps you have taken to correct the items of

'

noncompliance brought to your attention in the enclosure to our letters dated

January 20, 1981 and December 22, 1981. We have no further questions regard-

ing your action at this time.

Based on the results of this inspection, it appears that one of your activities

was not conducted in full compliance with HRC requirements, as set forth in

the Hotice of Violation, enclosed herewith as Appendix A.

These items of non-

compliance have been categorized into the levels described in the Federal

Register Notice (45 FR 66754) dated October 7,1980. You are requimd to

respond to this letter and in preparing your response, you should follow the

instmetions in Appendix A.
