Inspection 50-213/81-15
This refers to the routine Safeguards inspection conducted by Mr. A. Della Ratta
of this office on November 23-25, 1981 at Northeast Utilities Service Corporation,
Berlin, Connecticut, and Connecticut Yankee Nuclear Power Plant, Haddam Neck,
Connecticut, of activities authorized by NRC License No. DPR-61 and to the
discussions of our findings held by Mr. Della Ratta with Mr. J. H. Ferguson of
your staff at the conclusion of the inspection, and to a subsequent telephone
discussion between Mr. Della Ratta and Mr. D. J. Ray on December 4,1981.
Areas examined during this inspection are described in the Office of Inspection
,
and Enforcement Inspection Report which is enclosed with this letter. Within
these areas, the inspection consisted of selective examinations of procedures
and representative records, interviews with personnel, and observations by the
inspectnr.
Based on the results of this inspection, it appears that one of your activities
was not conducted in full compliance with NRC requirements, as set forth in
the Notice of Violation, enclosed herewith as Appendix A.
This item of non-
compliance has been categorized into the levels described in the Federal
Register Notice (45 FR 66754) dated October 7, 1980. You are required to
respond to this letter and in preparing your response, you should follow the
instructions in Appendix A.
In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosures
will be placed in the NRC Public Document Room unless you notify this office,
by telephone, within ten days of the date of this letter and submit written
application to withhold information contained therein within thirty days of
the date of this letter.
Such application must be consistent with the requirements
of 2.790(b)(1).
