EDWIN I. HATCH NUCLEAR PLANT UNITS 1, 2 REQUEST FOR CHANGE TO TECHNICAL SPECIFICATIONS Gentlemen:

Pursuant to 10 CFR 50.90, Georgia Power Company hereby requests a change to the Technical Specifications (Appendix A to the Operating License). The proposed change will revise the Technical Specifications to reflect common water level reference setpoints per NUREG-0737 item II.k.3.27, as outlined in our letter of August 28, 1981.

The Plant Review Board and Safety Review Board have reviewed the proposed change and have determined that it does not involve an unreviewed safety question. The change involves only a change in the reference zero for certain instruments from reactor bottom head invert to instrument zero.

The actual reactor water level at which protective functions or permissive signals are initiateo is unchanged. No new failure modes are introduced.

Margins of safety are unchanged. The change is being made for human factors reasons only.

We have determined this to be a Class II amendment for one unit and a Class I amendment for the other unit. Enclosed with the proposed c'.ianges are a determination of amendment class, payment of applicable fees, and instructions for incorporation of the proposed changes into the Technical Specifications.
