Gentlemen:

In response to your letter of February 16, 1982 requesting Alabama Power Company to propose a Technical Specification change incorporating STA qualification requirements, the following is submitted. Alabama Power Company, in response to TMI-2 Lessons Learned requirements, placed trained Shift Technical Advisors on shift for Farley Unit 1.

As a part of the Unit 2 licensing process, a formal review was conducted on the STA qualification program by the NRC. This review resulted in documen-tation of the STA qualification program by letter dated February 5, 1981.

Subsequently, these commitments were reconfirmed for Unit 1 by letter dated February 15, 1982.

Farley Nuclear Plant administrative procedures verify education and training requirements for a Shift Technical Advisor prior to placing the individual on shift. Thus, based upon this verification and documentation required by administrative procedures of an individual's qualifications with respect to the approved STA qualification program, Alabama Power does not feel that a change to the Technical Specifications is necessary.
