Relief from V}sual Examination of Reactor Vessel Closure' Head'.
Cladding and Vessel Cladding in Accordance with 10 CFR 50155a(g)(4)(lv) for the North Anna Power Station, Unit Nos.1 and 2 (NA-1 & 2)
By letter dated December 29,1981 (Serial No. 689), the Virginia Electric and Power Company (We licensee) requested relief from visual examination of the reactor vessel closure head cladding and vessel cladding for NA-1 & 2.
The visual examinationsis required by the 1974 Edition through Summer 1975 Addenda of Section XI ASME Code.
The licensee had committed to perform the inservice examinations to the requirements of the 1974 Edition through Summer 1975 Addenda of Section XI, but has Setermined that the requirement is impractical to perform because of the high radiation levels which would be encountered by examination personnel.
We have reviewed the requirement and found it to be impractical because imposition of the requirement does not provide a compensating increase of safety for NA-1 & 2.
This is reflected in later editions of Section XI in which the visual examination of closure head and vessel cladding is no longer i
required.
Pursuant to 10 CFR 50.55a(g)(4)(iv), the examination of components may meet the requirements set forth in subsequent editions and addenda of Section XI that are incorporated by reference in 10 CFR 50.55a(fp) subject to l
Commission approval. 10 CFR 50.55a(b) presently references the 1980 Edition l
through Winter 1980 Addenda of Section XI.
