VIRGINIA ELECTRIC AND POWER COMPANY RICHMOND~ VIRGINIA 23261 December 29, 1981 R.H. LEASBURG VICE PRESIDENT NUCLEAR OPERATIONS Mr. Harold R. Denton, Director Office of Nuclear Reactor Regulation Attn: Mr. Darrell G. Eisenhut, Director 50-280 Division of Licensing 50-281 U. S. Nuclear Regulatory Commission 50-338 Washington, D. C. 20555 50-339 License Nos. DPR-32 DPR-37 NPF-4 NPF-7 Gentlemen:

Inservice inspection hydrostatic tests at our Surry and North Anna Power Stations require a four hour test duration and a minimum temperature of lOOF.

The 1977 edition of ASME Section XI, with addenda through summer 1979, allows a 10 minute hydrostatic test for uninsulated surfaces and specifies a minimum test temperature only for ferritic steels.

Pursuant to 10CFR50.55(a),(g)(5)(iii), we are requesting relief from the 1974 code edition requirements in articles IWA 5000, IWB 5000, IWC 5000 and IWD 5000 and propose that the requirements in the same articles of the 1977 edition and approved addenda be applied at Surry and North Anna Power Stations.

We acknowledge that this is not . in conformance with Section (b) (2) (i) of 10CFR50.55(a), however, this exemption will not result in the inability of the inservice inspection program to meet the requirements of paragraph (g)(4) in that the alternative requirements being applied represent a more recent application of testing criteria.
